SOAP Connection timed out

A -4308 indicates a connection timeout. You can get this behavior if the client is being blocked by a (possibly mis-configured) firewall or proxy, or if network traffic is spotty or unusually heavy on slow networks.

Solution

Check for network (or network configuration) issues.
